Any attempt to add a "new host" in deluge-console fails with the error
message "port number must be an integer". Port number being used is
correct for settings.

Comment:

This problem is not occurring after a re-install.
The issue may be related to missing python package dependency not being
installed by distribution.
(python pkg service_identity)

Recommend close.
