As title, the code in deluge using setproctitle, uses it in optional
manner, but it's "hardcoded" for install in setup.py(and requirements.txt
but ok there I guess, maybe add comment though) under 'install_requires'.

Only stumbled upon this one, and didn't check if other optional deps have
same issue.
