CefGetBitmap still returns a garbage bitmap with the 128 pixels of
black space tacked on the end of each line. I've downloaded the
latest binaries r365, but the results are the same. Are we to assume
that this is an unimportant issue for the developer, since they were
notified shortly after the r306 binaries were released and they have
yet to address this issue? With 59 builds, it seems like this problem
should have been fixed by now.

fixed in r368

I am not the project owner of chromium embedded only the Delphi part,
remember it is an open source project, we are not paid for what we do,
if you consider it is not fast enough for your requirement level you should
consider helping developers or making a donation.

Understandable, and thank you for the response, but I am also a developer working a full time day job (M-F) and a 5hr a night job (M-F) and developing/debugging/releasing my programs in my spare time (as little as that is), so I understand well how hard it is to get coding changes done.

Having said that, you reported the bug to the dll developers a month ago (keeping in mind I am not griping at you, because you just work on the delphi interface) and they have released new dll's but haven't addressed a known, duplicatable bug that they introduced in r306; it just makes me feel like they are doing a Microsoft on us.  I do appreciate having the Chrome interface for Delphi, as IE is a total piece of garbage now and has been for a long time; but this makes me seriously consider downgrading to an earlier Chrome dll where GetBitmap was still working (I just don't like downgrade solutions, too many hassles and too many potential problems).

If you can, please try to light a little fire under them on this problem; it may not seem like much, but this function is an integral part of my application.

Thanks for your attention to this matter.

I will not light anything, he is alone to work on this project and he do a fantastic job.
But you can try to talk about it on the CEF forum.
You can also try to compile r368 branch yourself, it should be compatible with r366 API interface.
