Cadres are groups of employees organized by type of work. These groups are based on skills and experience and play a key role in keeping FEMA ready to deploy the right people to the right jobs quickly in disaster response and recovery operations.
The Acquisitions (ACQ) cadre provides timely, full-range purchase and procurement services in support of disaster operations. ACQ reviews program requirement requests to determine the most appropriate and effective contractual approach, publicizes requirements to offerors, evaluates proposals to determine technically acceptable solutions, legally enters the agency into contractual agreements for goods or services, monitors and measures contractor performance, and closes contracts.
The Civil Rights (CVR) cadre supports the FEMA mission by ensuring that, as an agency, we sustain our commitment to equal and civil rights by preventing discrimination in assistance to survivors and providing programs, services, and benefits to employees and survivors without discrimination. CVR Advisors analyze data to provide guidance on Title VI (non-discrimination) to FEMA program areas and leadership, ensuring compliance with applicable civil rights statutes, while also performing risk analysis throughout all phases of the disaster cycle. CVR also participates in community outreach and engagement to share information and learn more about barriers being experienced by disaster survivors and their communities. Through this and other work, FEMA is better able to provide equal access to its programs for disaster survivors before, during, and after disasters.
The Disability Integration (DI) cadre deploys to disaster sites to support the integration of individuals with disabilities into all FEMA programs and activities. DI achieves this by engaging state, local, tribal, and territorial partners, working collaboratively with stakeholder organizations, and by providing technical assistance and advice to FEMA leadership.
The Disaster Emergency Communications (DEC) cadre deploys, installs, operates, maintains, and protects telecommunications and operations assets in response to all-hazards disasters and in support of planned special events. They install maintain and protect telecommunications equipment, facilitate interoperable communications, and aid in evaluating post-disaster communication needs.
The Disaster Field Training Operations (DFTO) cadre is a professional team of communicators that specialize in all things training. The cadre works throughout FEMA to improve employee performance through training.
The Disaster Survivor Assistance (DSA) cadre is the "boots on the ground" Cadre. DSA establishes a timely presence at every disaster, primarily focusing on addressing the needs of disaster survivors by collecting targeted information to support leadership and operational decision-making, providing accessible, in-person case-specific information and referrals, providing referrals to whole community partners, as needed, and identifying disability-inclusive public information needs so strategic messaging can be developed and disseminated.
The External Affairs (EA) cadre engages stakeholders in Congress; the media; state, local, tribal, and territorial governments; the private sector; and internal FEMA employees during incidents and steady state. EA provides the information necessary to make informed decisions as we work together to build, sustain, and improve our national capability to prepare for, protect against, respond to, recover from, and mitigate all hazards.
The Field Leadership Cadre (Federal Coordinating Officers, Chiefs of Staff, Analytics Advisor, Executive Specialists) leads the federal response and recovery effort and is responsible for assuring that all federal assistance is provided in accordance with the Presidential Disaster Declaration, laws, regulations, agreements and policies. The Cadre makes initial appraisals of types of relief most urgently needed, establishes necessary field offices, and coordinates the response, recovery and mitigation support to state and local governments, and nonprofit and relief organizations.
As responsible stewards of federal resources, the Field Leadership Cadre applies data and analysis to drive responsive decision making to reduce the administrative and bureaucratic burdens that imped impacted individuals and communities from quickly receiving the assistance they need. The Field Leadership Cadre uses the Outcome Driven Recovery process that promotes unity of effort among all stakeholders to identify recovery needs, visions, goals, and comprehensive solutions. This approach supports state, local, tribal, and territorial governments in developing the capability to plan for, manage, and execute community-based and holistic long-term recovery solutions.
Due to the unpredictable nature of disasters, FEMA employs a temporary, on-call workforce, known as Reservists. Reservist work is available on an as-needed basis (it is not full-time or continuous). Appointments are for up to two years and can be renewed.

FEMA Reservists are covered by the Uniformed Services Employment and Reemployment Rights Act (USERRA), protecting them from discrimination and providing job protections when they are deployed to disasters, emergencies, and critical trainings on behalf of FEMA. Learn more.
Our Reservist program is divided into 23 different cadres that are organized by operational responsibilities. Each cadre has various positions, from specialist to leadership level that play a vital role in supporting disaster operations.

What: The Leadership Cadre, in partnership with OSSE, will meet to (a) receive comprehensive professional development related to Next Generation Science Standards (NGSS), (b) develop a school-based environmental literacy program to implement student-driven, place-based projects that use the school building and grounds as teaching tools, (c) network with others to discuss creating systems of support for environmental literacy implementation in schools; and (d) disseminate information about environmental literacy to their community and garner feedback on the school-based environmental literacy program.
Outcomes: By bringing together local expertise, OSSE will understand how to better integrate environmental literacy into school curricula and provide rich experiences to students that will lead to improved academic performance of students.
Commitment: Selected educators are expected to attend and fully participate in the monthly meetings (estimated 2 hours per session). Educators and mentors will communicate with each other once per month outside of the monthly meetings. In addition, educators are expected to deliver and refine (with school colleagues) the environmental literacy program developed at their school last year.
Incentives: All participants from Cohort 5 schools will be paid a stipend upon successful completion of the project. Stipend amounts will be based on the number of representatives from one school and available funds. Mentors will also receive a stipend.
Additional information: OSSE may select up to two applicants to represent one school. Educators from schools represented in previous cohorts are ineligible to apply if the original cadre member is still employed at that school. The NRO Cadre Undergraduate and Graduate Student Internship Program provides extraordinary training, mentoring, and career development opportunities for high-achieving undergraduate and graduate students to support the NRO's national space mission. Interns gain real-world experience in a variety of functional areas while working alongside professionals at NRO Headquarters in Chantilly, VA or ground stations located at Fort Belvoir, VA, White Sands Missile Range, NM, and Buckley Air Force Base, CO. It is a paid, 10-week program from June to August. In addition, there may be opportunities to work during the school year, e.g. winter and spring break, and during subsequent summers based on mission requirements, continued eligibility, and the student's availability. This internship provides the opportunity for students to transition to the NRO Developmental Career Path Program upon graduation.
The Ronald V. Dellums Memorial Science, Mathematics, and Research for Transformation, or SMART) scholarship is for undergraduate and graduate students in one of 24 academic disciplines. Eligible disciplines include aerospace/aeronautical engineering, biomedical engineering, biosciences, chemical engineering, chemistry, civil engineering, cognitive/neural/behavioral sciences, computer science and engineering, cybersecurity, data sciences and analytics, electrical engineering, environmental sciences, geosciences, industrial and systems engineering, information sciences, material science and engineering, mechanical engineering, naval architecture and ocean engineering, nuclear engineering, oceanography, operations research, physics, and software engineering.
The SMART Scholarship Program is an all-encompassing option that provides full tuition, an annual stipend, book and health allowance, experienced mentorship, summer internship opportunities, and guaranteed employment at a Department of Defense sponsoring facility, such as NRO.
The Science, Mathematics, and Research for Transformation (SMART) Scholarship program accepts applications annually from August 1 to December 1. All applicants are required to submit applications and supporting materials (such as references and forms) online by December 1 at 5:00 p.m. EST. Applicants are notified of their award in the spring.
