Hi Gu,

It's a BED file with regions that are excluded from SV calling such as centromeres and telomeres. In these regions, accurate SV predictions are not possible with illumina data. You can also exclude entire chromosomes such as unplaced contigs or chrM.

Delly ships with some templates for various genomes:
