Second Step in Pipeline Triggered by Changes to GitHub Repo to Showing

I have a pipeline where the first job is Service - Pull Request which is triggered when a pull request is created, if built successfully the pull request can then be merged. When the pull request is merged a second job is triggered ( Service - Build ). The problem I am having is the second job is not getting updated in the pipeline view, if i manually trigger the build job from the pipeline view it works, but we need both jobs to be triggered remotely, is there any way to have these two steps associated?
