JIRA_ISSUES variable is empty in downstream jobs

I'm trying to update issues as they move through the Delivery Pipeline.

My job configuration:

This works for the first downstream job (Build&Package > Deploy to QA). However, the $JIRA_ISSUES variable doesn't seem to carry to the next downstream job (Deploy to QA > Deploy to Staging), resulting in the below output:

Am I doing something wrong? The Delivery Pipeline shows the aggregated JIRA issues moving from one stage to the next. How can I also update those related issues?

I realize this may be a JIRA Plugin issue, but I was hoping someone here would know how to do this since the Delivery Pipeline is already moving the list of JIRA issues in it's Aggregated View:

I'm just trying to figure out how to update related issues as they are in the pipeline.

Use all-changes plugin to retrieve all changes.

Ah...that looks promising. Does it add variables to the downstream job to reference aggregated changes? I see it adds an "All Changes" view in the UI, but I'm not seeing anything in the documentation as far as a variable that provides the information.
