Need help in Hardware Jugad for Farmers to remotely On/Off using mobile.

Some farmers contacted me that they have build a Jugad for on/off water-motor-pump but they need some more help.

As per their details,

They constructed a Box which contain "CLAP Switch" + "old mobile with SIM". Whenever "Kisan" want to On/Off his motor he use to give a miss call to the old mobile. Using the ringtone, they are able to switch On/Off their tubewells(water-pump-motor).

The problem here is this is just one direction communication. There is no way "Kisan" can confirm that at given time, Motor is On or Off state.

I want to know possible solution where "Kisan" should be able to control their motor as well as they should be know the status of motor (ie On or Off)
