Educational Benefits
Who may enjoy the benefits?
The following persons who have never heretofore enjoyed educational benefit under Philippine law nor under United States law, who desires to study, shall upon certification of the Administrator, be admitted to any school, college, university or institution authorized by the Government.
Veterans of the Philippine revolutions against Spain and the Philippine-American War;
Veterans of the Philippine Army or of any recognized or deserving guerilla organization who took active participatin in the resistance movement and/or in the liberation drive against the enemy during World War II from 8 December 1941 to 2 December 1945;
Veterans of the Philippine Expeditionary Forces to Korea (PEFTOK) during the period from 15 September 1950 to 31 May 1955;
Veterans of the Philippine Civic Action Group or Philippine contingent in Vietnam (PHILCAG) during the period from 31 August 1964 to December 1969.
The unmarried surviving spous of the deceased veteran; or
One (1) direct descendant of a veteran in whose favor he renounces such right or one (1) direct descendant of the deceased veteran in whose favor such right is applied for by the surviving spouse or legal guardian of such descendant.
The term "descendant" shall refer to a child of the veteran, or if no one is qualified, to a grandchild, and so on.
in no case shall an application for educational benefit be received, accepted, processed, nor any scholarship award granted or released, where the intended beneficiary is not one of thwose eligible or entitled thereto, as enumerated above.
Who may file the application?
The veteran (if still alive)
The surviving spouse of the veteran (if the latter is already deceased)
Child of the veteran or guardian of the beneficiary (if both the veteran and his spouse are deceased.
What are the requirements in filing an application?
If the beneficiary is a child of a veteran.
The following requirements are needed:
Proof of service of veteran (Military Service record duly issued by the Office of the Adjutant General or Certification issued by PVAO or the Military Service Board (MSB), if veteran is a "Deserving Guerilla".
Marriage Contract of the veteran.
Birth Certificate of the beneficiary.
2" X 2" picture of applicant and beneficiary .
School credential of beneficiary
Death Certificate of veteran (if veteran is deceased).
Death certificate of the spouse of the veteran (if both the veteran and his spouse are deceased).
Waiver of rights of the other children of the veteran.
Note:
Requirements under "item A" is not needed if veteran is already receiving old age pension.
Requirements under "items A and B" are not needed if the spouse of a deceased veteran is already receiving old age pension.
Requirements under "items G and H" are only needed if both the veteran and his spouse are deceased.
If the beneficiary is a grandchild of the veteran, the requirements are the same including the following:
Birth Certificate of the child of the veteran (parent of the beneficiary).
Marriage Contract of the parents of the beneficiary.
Basic Course or Degree
A basic degree/course is understood to be post-secondary course or a tertiary or collegiate course consisting of four (4) or five (5) years schooling as authorized by the CHED. Provided, however, that those who have started to enjoy the educational benefit for a course or degree to be completed in more than five (5) years shall be allowed to continue and finish the selected course or degree.
