I would also look into Volume licenses. Retail copies of 2010 may be a little hard to come by now. The VL will give you licenses for 2013 and downgrade rights. You could also look at VL for all of Office and move them to 2013.

Volume license seems to be the best solution, the box(FPP) product is Office Professional while volume is Office Professional Plus, compared to box office professional a volume office pro plus would have additional products like Lync client and InfoPath. If you go with a volume license you will also get features like volume activation, rights to run office remotely from a server, group policy and a new feature called office telemetry.

If you are considering Office Standard, it is only available in volume licensing though people compare office home and business to it but again it misses some key features and products which are available in office standard suite.

Note: Volume licensing offers only the latest version of a software, hence if you want to offer office 2010 to your client then you will need to utilize downgrade rights to go from office 2013 to office 2010.

Downgrade rights in Volume Licensing programs give you the right to downgrade to any prior version of the same product. Therefore, you may downgrade Microsoft Office Professional Plus 2013 to the Microsoft Office Professional Plus 2010, Office Professional Plus 2007, Office Professional Enterprise 2003, Office Professional XP, Office Professional 2000, Office Professional 97, Office Professional 95, or Office Professional 4.3 versions. You may not, however, downgrade to Microsoft Office Standard Edition 2010 because it is a different product and not considered a prior version of Microsoft Office Professional Plus 2013.

This will make the installation attempt ONE time only to activate. If the activation fails for any reason, such as a proxy server or user rights issues, it will wait until the program is run and then prompt for activation manually.

In my experience, this method seems to have the highest failure rate of auto-activation as well. I usually ignore it because we use some program customization that wont work until the user has run the program one time before the mods are in place, and this gives me an opportunity to activate without problem.

I was never able to resolve this after way too many hours of trying. This was for a single install of 2013 office proplus volume though, so I went into the customers volume licensing account, downloaded the iso, and installed through there with no issues.

Based on your description, you're trying to configure a KMS host computer to activate volume licensed versions of Office 2019, is my understanding correct?
I suggest you try to check if you have the firewall is enable, if you have a firewall, make sure port 1688 is open to allow the KMS host service through the firewall.

Sorry for the late reply. I have tried using the Volume Activation tool on both standalone workstations using Server 2019 2016 and Windows 10 as well as on a Domain Controller. I have the firewall disabled.

Additionally, as a said previously, this is a Active Directory Based Activation. I have used ADBA for Windows 10 and Server 2019. This is the first time I have run across the issue described above using ADBA.

I'm running into some issues deploying both Office 365 ProPlus (Monthly) and Project 2019 Volume Licensed to workstations. Independently, each software package installs without error, but when I install ProPlus, THEN Project 2019, I get a "Blocking Application: Microsoft Office 365 ProPlus en-us" fatal error.

Reading -us/deployoffice/install-different-office-visio-and-project-versions-on-the-same-computer, I find that I should be able to do this, since this is a supported scenario. Office 365 Monthly is at version 1809, which is greater than the first version recognized at 2019 (version 1808).

If I change the deployment channel for Project to "Monthly" (from PerpetualVL2019), isn't this just the same as if I were using "Project Online Professional" (the Office 365 flavour of Project), and not volume licensed? This scenario allows the software to be installed, but I'm not sure where it's at license-wise.

The update channel doesn't affect your licensing status. It only determines the level of testing that patches must receive before the updates will be available. Your perpetually licensed Office software will only receive security updates and bug fixes, no new functionality will be made available. The Office 365 products will receive security updates, bug fixes and feature updates. Your update channels must match because Office 2019 uses the Click-to-Run installer and has shared libraries with the rest of your Office 365 suite. If they weren't on the same schedule, your products would give conflicting information about which updates should be installed. @pbowdenwhat does the LICENSE RESET.pkg do? I am using an EA that gets the Office license versions installed and on some it displays that it has both 2019 and 365. How can this be? Can I just remove the 365 license while keeping the 2019?
