Rebooting in Safe Mode showed me that C:\Windows\System32\drivers\BootDefragDriver.sys is the culprit. This is extremly odd since I dectivated this feature previously but the update apparently activated it again without any further notice.
Be sure to run the USB version's setup.exe as Administrator, otherwise the USB drive will not be bootable (though the setup says so at the end). You need an USB drive with at least 1.5 GiB free space.
Note: Apparently the Registry Utility is only able to work with the partition mounted first. If you happen to have more than one Windows partition, like me, and the one of interest isn't mounted as the first, exit the tool and perform, for example:
BE EXTREMLY(!) CAREFUL when selecting the keys to be removed with arl's Registry Utility. When you select < Remove > and hit Enter, it's done! There is NO CONFIRMATION OF ANY KIND and NO UNDO.

Hello everyone, I have a friend that is getting a glary utilities disk refrag prompt before windows boot, and cannot get past it despite restart. The prompt instructs to hit enter to begin, then mentions that hitting any key will exit the defrag function. Will starting and stopping the process allow normal boot without affecting the drive? I didn't know GU did this, definitely not installing on any other systems from this point forward. Thanks in advance. E - title word

This has happened to many others with their boot defrag feature. See if you can boot into safe mode. It may get stuck on a specific file when booting to safe mode. Make sure you take note of that file if there is one so you can remove it via the command prompt from a recovery disc.

Thanks for the info, I guess that I will be getting rid of Glary although I like it as an alternative to CCleaner which has Ad pop-ups now that they were bought out. I guess I will be stuck with CCleaner as a cleaning tool.
