Oh, and by the way, you'll notice that they guy is lugging around an empty
backpack. That's just something you can all be watching for around the
neighborhood. People don't usually carry around empty backpacks.

Shifty character + empty backpack = potential thief.

Of course there's lots of legitimate vagabonds around here living out of
backpacks, but those are usually big fluffy full packs, not empty ones.
