Harmonic-degree (ℓ) dependent boundary conditions in Dedalus EVP

I am trying to implement boundary conditions that are explicitly dependent on the spherical harmonic degree ℓ. However, the system is axisymmetric and thus the eigenvalues of the system are ω(m). 

I would be grateful for any guidance on how ℓ-dependent boundary conditions can be implemented in Dedalus in this situation.
