Is having a Partner compulsory?

I thouht having a partner is compulsory, but i just heard you can do
it by yourself.
If thats so, how is the mark divided if you do with partner??

Working with a partner is the preferred option, but if for some reason
a person works alone there is no direct penalty. However there could
be a disadvantage if that one person working alone is not as
knowledgeable or productive as two.
