I obtained Netscape 4.7 from the Compaq pages as an rpm-package and
alienised it successfully. According to the dpkg --status output, it is
True64 Unix dependend, but I didn't have to install any extra stuff.
Seemingly it was compiled with statically linked libs.

Unfortunately, it wasn't mentioned, which Debian version the original
question was referring to. In potato Mozilla M14 is available, but
not really a joy to work with (at least on my machine). I tried to
compile Mozilla M18 from testing. Seemingly it depends on a
lib available only with the gcc 3-package. Compiling it for potato
presumably requires installation of several packages from testing or
recompiling them for potato, thus is not trivial (didn't some people
experience problems with both compiler versions installed in parallel?).
I haven't tried galeon though, but Netscape 4.7 is definitely more
stable and reliable than Mozilla M14. But Mozilla M18 was told to have
much improved over M14. If you have installed woody, you should try it.

Search Compaq's site for a version of Netscape 4.7 for Linux/Alpha.
It's an rpm IIRC, but alien makes short work of it. Look under their
Linux/Alpha Power Tools section.

Netscape 4.72 for Tru64 Unix works quite good on my SX 164 under
Debian 2.2r3, and even java works (I do homebanking with a java
applet, for example).
To install it, I just converted the rpm package that cames with RedHat
6.2 for Alpha to a deb package using alien :
alien -d -k -c navigator.rpm
I first did the same with the Tru64 compatibility libraries (also on the
RH 6.2 CD)
You may find the ISO images of RedHat 7.1 for Alpha on
www.linuxiso.org, I think it could works as well as the version 6.2 I
used.
I give up, this is a quick a dirty way, but it helps me a lot. I hope it
will help you too.
Mozilla is much better, of course, but also much slower. So I think it
is usefull to have both.

Do the license of Compaq and the Debian policy allow this? Presumably a
debian-maintainer with access-permission for uploads has to do this?

During surfing sometimes small windows (that annoying commercial stuff)
pop up without the window frame elements to close them again (fvwm2) and
long term surfing may end up in a crash, but it is more stable than
Mozilla M14.

There's another option: an installer package in the style of realplayer
