Respected Sir/Ma'am
The Debating Society of NSIT (Netaji Subhas Institute of Technology), Delhi University cordially invites you to the Indian Parliamentary Colloquium under its annual debating and literary festival - Colloquium 2015 on 28th March and 29th March 2015.
Last year, two committees were simulated under IPC - the Joint Parliamentary Committee (JPC), chaired by Paridhi Singh, and the Ad-Hoc Historic National Indian Congress (HINC), chaired by Shaurya Upadhyay.
This year IPC has returned with the Joint Parliamentary Committee, and for the first time, Ibadat Khana.
JOINT PARLIAMENTARY COMMITTEE (JPC)
The JPC will comprise 15 members each from the Legislative and the Executive. The legislators will be Members of the Parliament representing their states and house i.e. Rajya Sabha or Lok Sabha, while the Executive will be bureaucrats representing different ministries (Secretary/Additional Secretary) or interest groups for different stakeholders of the agenda being discussed.
The debate will consist of two sessions: the Interrogation and the Committee session. The Interrogation session will have each Executive being paired with a Legislator at the discretion of the organising committee. The Executives and Legislators will commence to establish their stances and views on the agenda, and will be subjected to cross-questioning by their opposing Legislator/Executive.
The Committee session will have the Executive members making opening statements, which will be subjected to questioning by all the Legislators.Rebuttal, cross questioning and passing on of the answer to any other Executive will be allowed at the discretion of the Chairperson. Following this, a normal debate will ensue between the Executive and the Legislative members.
The 2-day simulation will consider 2 agendas, one on each day. Committee will comprise 30 members, with each member being assigned an Executive and Legislative portfolio on alternate days.

Refer to the attached documents for the detailed rules and FAQs.
The chairperson for the Joint Parliamentary Committee will be Siddhartha Thyagarajan.
IBADAT KHANA
In the land of Hindoostan, in 2015, the religiously and socially diverse community has seen the rise of a new benevolent dictator who wishes to collect different philosophies and religions under the idea of the greater good of society and establish the much desired Uniform Civil Code. Hence, he has recreated the Ibadat Khana discussions from Akbar’s era in Indian History, and called upon the representatives of the various religious and philosophical congregations to convince His Majesty of the value of their stance on certain issues relevant to the discussion on the Uniform Civil Code.
The event requires the participants to assume ONLY the ideological standpoint given to them, and there is no restriction on the approach one takes to prove the point being debated. The aim of the argumentation is to make the chair concur with the ideas as propagated by the ideology you ascribe to and the same can be achieved by both moral as well as utility enhancing aspects of the side one argues on.
The 2 day simulation of this committee will comprise of 45 delegates who will be allotted different religious faiths/standpoints adequately represented according to the agenda.
Refer to the attached documents for the detailed description.
The chairperson of the Historic INC will be Shaurya Upadhyay.
The idea behind the IPC simulation is to have a debate not bound by strict rules of procedure or by the depth of research. The debate will be driven in a way that will force the debaters to question and argue the inherent logic instead of the facts.
