Unable to install DEAP 1.3.1 on VS Code with py 3.10.1

I have tried to install DEAP on a lap top using Windows 11 Home version and Python 3.10.1 with Visual Studio Code as the IDE. PIP installs 1.0.1 but there are python libraries in my project the require older versions of DEAP in order to function.  Unfortunately, I can't seem to install DEAP 1.3.1.  I have used the PIP install,  updated PIP,  manually tried to install DEAP.  The following error message is shown.  

"error in deap setup command: use_2to3 is invalid".

I have tried  to install the package manually.  I used the latest relevant wheel to try and install the software but the same error message occurred.  

Does anyone have a solution?

did you get an answer to this questions? I'm having the same issue (Windows 11, python 3.10. I did find a reference to using an old use_2to3, but that didn't help.
