Dear Deans,

Below is an excerpt of my email exchange with Dr. Arnold Guloy, Head of the Graduate Programs of the the University of Houston.  Kindly look into the proposals below and discuss these with your graduate program coordinators and department chairs.  Please identify specific programs that can take part in this partnership.

1.     The MD-PhD program wherein MD students from UP may pursue their PhD at UH, after their course work (short of their clinical tours) is completed at UPM. They then complete their MD (clinical part) in UPM after completing the PhD degree at UH (Sciences or Engineering). This will ensure that these students will go back to the Philippines. We have a multidisciplinary Chemical Biology program that is overseen by several departments (Chemistry, Biochem and Biology, Mathematics, Computer Science, Biomedical Engineering, Chemical Engineering, Electrical Engineering) which will easily absorb and monitor the progress of the students without much problem.

2.     An accelerated MS-PhD program for non-MD students and faculty.  We think that this can be a good program for students in the Sciences (Chemistry, Biology, Engineering) and the non-Sciences. It can also serve as a good opportunity for faculty development. We realize that it takes and several years (more than two years) for a graduate student to finish an MS degree in the Philippines. Therefore we propose that UPM offer a non-Thesis MS degree for students accepted in this program. Some of the courses taken at the MS level (up to 18 credits hours or 6 courses) will be credited for the PhD degree at UH. Upon successfully completing the MS degree at UPM, these students will be accepted at UH for their Ph.D work and thus will proceed to their dissertation research much earlier than usual. Again the Chemical Biology program and Biomedical Engineering department will facilitate this, as well as the other departments in the Colleges of Sciences and Engineering.


3.     A fast-track Ph.D. program for UPM faculty members (without a Ph.D.). We will need to discuss this in greater detail when you come to UH.  Many of the college deans have expressed their full support for this idea but they need more details as to what requirements and commitments are needed.


4.     A research/academic collaboration on tropical diseases as well as other research fields through the NIH-UPM can be established to support the above programs. These research programs will be the basis of what fields the graduate students that come from UPM will pursue at the start. We forsee that once the initial students are successful we can come up with an institutional proposal between UH and UPM which we can submit to the US NIH or the USAID for support for these academic and research programs. Hopefully we can also tap the DOST and help in developing the technical know-how to support the Philippine Genome project. Further down the road we might be able to bring in more institutions in the Houston area (UTMB, UT and Baylor College of Medicine) as research hosts for these students.  


5.     We have also contacted UH Clear Lake about their graduate program on hospital administration, and they are very interested in pursuing a track with UPM. They are looking forward to your visit.

DGUs that wish to participate in developing joint offerings with UH are enjoined to come up with draft proposals. I will be meeting with Dr. Tejero and the graduate program coordinators on April 13, 9am to discuss these proposals.  In addition, please see my email exchange below with the Director of the Institute of Chemistry, UP Diliman.  The said Institute has an existing joint program with UH.  She also sent the MOA and comparative table for the program.  We can use this as a guide in developing our own joint programs with UH. Kindly check out the UH website at www.uh.edu for more information on their graduate programs.

Attached here are materials and information regarding this dual degree program we have with the Department of Chemistry, University of Houston. Hope these could help.
 
For a student to get this dual Ph.D. degree  from UP and UH (the degree will be conferred to the student  separately i.e gets a diploma from UP and another one from UH), he must satisfy the following requirements:
1.      The General Requirements to obtain a Ph.D. Degree from UPD Chem (Pls. refer to the attached comparative Table)
2.      Requirements to get a Ph.D. from UH. The University of Houston has its own list of requirements which the student must satisfy in orderto graduate and be awarded a Ph.D. degree (i.e from UH). The UH Ph.D. Chemistry require at least a total of 30 credit hours and 9-18 course credit hours from the UP Ph.D Chem  may be credited to this total.The 12 u dissertation credit hours which the student must enroll in UPD and UH will also be credited to this total.
3.      There are no curriculum changes both in the UPD Chem Ph.D program and UH Ph.D. Program  involve here.

You were referred to me by a friend, Carina Ramos, as the best person to talk to concerning the joint program of the Dept of Chemistry, UPD and the Univ of Houston.  I understand this partnership has been ongoing for several years now.  UP Manila and UH are currently exploring the possibility of developing joint programs, probably similar to what you have with them, and I would like to take a look at your joint program to see whether we can adopt this as a model.  Could you please describe your joint program to us?  What are the mechanics from start to finish?  Hope you will be able to assist us on this matter.
