Igor,

there have been some experiments with getting optional deal.II
dependencies like UMFPACK to work on windows, but I have not tried any
of those. Windows support is very, very basic at the moment. If you
need UMFPACK I would suggest you use linux, a VM (see dealvm on our
download page), or "bash for windows 10" for your development.
