Hi,
I wonder do we still have to follow the step 29 to deal with the complex numbers since the new version 8.4 has already support the complex number?

Not in full, there are a couple of places which are missing, see
issues and pull-requests mentioned here https://github.com/dealii/dealii/issues/2033
