HELP!! dealii cmake configuration error: Cannot compile with the user supplied flags

I'm trying to install dealii library in Windows

I follow the instructions . 

But I got the following error: (I've tried several times)

How to fix that problem? (Please help me )

Bing Wang:
cmake complains that it cannot compile a test file. Do you actually have a
compiler installed on your system?
