Solver (Hint on Current)

I've been working on the Evil puzzles. I get to a point where I can't
solve it because in one row, I will have two squares with 1/8 and 1/8,
and the next row 4/6, 4/2 and 2/6. What I'm trying to say is I get
the puzzles down to the bare bones but I see no way to continue. (I
regularly work on the hardest Sudoku puzzle books so this isn't new to
me.) So, I hate to do it but I go in to get a hint, and the hints
make no sense to me. It makes one of the original numbers flash and
it always seems to be a 9. (and the 9 isn't one that I've put in,
it's an existing 9.) So, what does the hint mean? It doesn't make
sense to me. This has happened to me three times in a row. Prior to
this, I completed the Hard puzzles with no problem.
