KDE Desktop Menu won't go away

At some point I enabled the KDE desktop menu. (i.e. The menu at the top
of the screen that changes depending on what application/dialog window
has focus.) No matter where in the KDE configuration options I try to
disable it it still will not dissappear. I am able to enable/disable it
if I log in as a different user. So I suppose it's something related to
the current or saved session. Does anyone know how to fix this problem?

I found the solution:

Click on the "K-Gear" Menu/System/Desktop Settings Wizard/

That's it!
