how remove actual installed code via uninstall

I understand the uninstall option of setup
That supposedly un-installs a package from the status list
BUT I dont believe it removes the actual programs/code that was installed.
I may be wrong, but dont think so.
I uninstalled a package and found the software still there.
Am I missing something, or mis-understanding what un-install does?
