can i configure inn to create the unwantet groups by him self

You can (roll your own script) but you don't want to.
Unless you want to provide your users with millions of bogus
groups of course.

I still have the task of weeding out thousands of those newsgroups
ahead of me...

PS: I have set the followup-to to the german newsgroup.
This will suffice IMHO.

Agreed on that. There's far too many bogus groups out there.
