Ability to Self-Create Codice Accounts

Codice has provided the ability for the community members to create their own accounts on Jira or Confluence (you do not have to create one on both). The default account has limited permissions: creating Jira tickets and commenting on tickets and Confluence pages. Thanks to Kit Plummer for making this happen.
