Right way to model Alerts.. Ad hoc or separate BC?

I'm getting several requests from business users that want to get alerted when certain things happened. Let the head of product development know if a project manager manually selected a UPC (reusing a UPC for totally unrelated products has been a big problem here). Notify operations if we forecast customer 123 to buy 100 units of x in week 29, then customer 123's replenishment system goes ape shit and they order 500 instead.
At what point does it become worth it to model alerting as its own context? 5 of these? 20?
