I have used this online facility by DDA to convert my CGHS flat to free hold..
i am the original allottee of my flat and i think, the same procedure applies for GPA holders as well.
 i am in the process of converting it.
Till date i have generated challan, calculated he conversion charges online only.
Prepared all the documents listed in the guidlines like affidavit indemnity bond, undertaking, NOC from society and DCHFC... point to point as mentioned in the guidlines and format provind on the website itself.

In the beginning i thought the whole process is so simple and easy via online coz frankly i did everything easily till the end of submission.
After a point the things started to get a bit difficult.
Following are the steps till date followed by me, hoping i might convert it easily and hasslefree.

1.      1.  Log on to the website http://dda.org.in/housing/FreeHold/forms/Default.aspx

2.       2. Go through the instructions step by step in point no 1 and download the formats and softcopies of documents required to be prepared.

3.      3.  Click on generate Challan on the home page. Fill in your details
( I was original allotte so didn’t have much of a problems doing that.)
The conversion charges would automatically be calculated by the system, so no need to go the VIKAS SADAN office and buy the brouchure and calculate it yourself or through any Tout. In fact theirs no need of going to the DDA office even once before final submission of everything.

4.       Fill in the allotees/GPA holder’s name and permanent address whr u reside and whose proof are available with in ur Aadhar card or voter id( not necessarily the address of the Flat to be converted if u r not residing in the same flat).

5.       Select the name of society from dropdown list and fill in your flat details thereafter.

6.       4. Once the conversion charges are calculated click on generate challan. You will shortly receive an acknowledgement mail from DDA with your request ID, Challan no, File no. and your password to access it later.

7.       Once your challan is generated, take the printouts of the 2 paged challan and keep it a folder.

8.       5. Now next part is to prepare all the documents required..  An easy thing for anyone..

9.       Scan all the documents ( everthing), in a PDF format and place it in a folder in your PC.

10.   Remember one thing.. when you prepare your documents.. make sure, the allottee and witnesses have signed them and get them notarized attested ( the witness will be the same who u will bring along at the time of execution, so choose your witnesses wisely before writing their details thr, coz it might prove to be a problem and lengthy process later)

11.   6. Now DDA says that if u r an original allotte, u shall not upload your documents, but I did it and later I found out they actually Govt. people do their work. They had all my documents printed out with them in my file with them., so it saved my time and energy to go out in DDA office to submit them personally.

12.   7. I Made the payment through NEFT in their Central Bank account mentioned in guidelines.
That’s what created the problem for me for some time. Coz later I found out in the deficiencies that they haven’t received it, so I have to provide UTR no and Transaction serial no to them by going to DDA office.( it took me two visits to prove it), but finally they found my payment.

13.   8. I think all the documents preparation was easy enough like getting NOC from Society, D form and everything..

14.   One thing should be kept in mind. There is something called DCHFC (Delhi Co-operative Housing Finance Corporation Limited). Located in Augast kranti marg. Near SriFort Auditorium.. just google it and u’ll find out.
U have to get an NOC from their ( Point no 14 in the “listof documents” file)
Its easy no worries.. but its mandatory. I myself found out later in the deficiencies that it was mandatory. So moving on.

15.   9. It took them 25 days to notify me of deficiencies though they claim it for 12 days. By that time I had just started to realize that online thing doesnot work  and I wasted my time and now I have to go though a Tout or a lengthy procedure of paper work. But 1 fine day I checked online and got reply for deficiencies and I was kinda happy that atleast online thing works.

16.   10. To persue your matter and prove your deficiency apart from uploading it online, you have might have to visit the vikas sadan DDA office.
The office is open for public hearing on MONDAY & THUSDAY from 2:00 PM to 4:30 PM
If u have to go thr. Make sure u reach thr by 2:00 coz baabu log takes some tym for their lunch.
Just go to C block 2nd floor Room no 201, they’ll give u a form to fill.. fill it and hand them back over quickly. The one sitting thr will write your queue number and guide u to the room whr ur hearing will b done.( its usually Asst Director /deputy director DDA or GH)
Hand over that form given back to u to the clerk outside that room.. he will find your file and then u will be called inside to discuss ur issue.

11. It’s a waste of time to go thr without depositing your payment and documents coz ultimately u have to come back again.
Also go to C block via B block and not through the reception in D block, coz the guard cop will tell u to come after 2:30 ( Baabu log u know..c ant argue wid them)
Just walk down to B block take a lift to 2nd floor and cross the way to C block.. simple.

17.   Till date I have done all of that, removed the deficiencies that I received via mail /on thr website and I am waiting for my Conveyence Deed now.
lets hope it works and then I’ll later on post on my experience for stamping and getting it registered.

NOTE: JUST BEWARE OF THE TOUTS. THEY ASK FOR A HEAFTY 20-25K FOR DOING WORK WHICH SHALL BE DONE YOURSELF. COZ NOW GOVT OFFICES HAVE A PROPER SYSTEM TO FOLLOW AND IF U R RIGHT, THEN U CAN GO TO THE HIGHEST AUTHORITY TO GET YOUR WORK DONE.
