Collating all the information from different mail and putting together at one place. Moderators might want upload this on the website.

 

Steps for Stamping of Conveyance Deed (CD) documents

Sent by Delhi Development Authority (DDA) along with the Demand-cum-Allotment letter to allottees of the DDA Housing Scheme 2010

  1. Verify that the details filled-up by DDA in the first copy of the Conveyance Deed are correct.
  2. If the details are not correct, immediately bring it to the notice of concerned DDA official.
  3. If the details are correct, copy the details that are filled-up by DDA in the first copy of the Conveyance Deed in the remaining three copies of the Conveyance Deed.
  4. Paste passport size photo of the allottee (s) in the space provided on each of 4 copies of the Conveyance Deed.
  5. Visit DDA office at Vikas Sadan, INA along with the requisite Stamp Duty amount to be paid.
  6. Collect a File Cover containing Application for Stamping in the name of "The Collector of Stamps", Delhi from outside DDA office from document writer which will cost you Rs.20/-.
  7. Tag the following documents to your file along with the Application for Stamping duly filled and signed.

a)      Copy of Demand-cum-Allotment Letter from DDA.

b)      Copy of Covering Letter from DDA.

c)       Four Original copies of Conveyance Deed duly filled and photograph pasted.

  1. Essentially there should be total of 7 documents tagged in your file.
  2. Go to "The Collector of Stamps" office, Govt. of NCT of Delhi located in the Room No. 6, Reception Hall inside the DDA building from 10AM - 1PM only and submit your file complete in all respects with necessary documents and collect a Challan for the payment of Stamp Duty from them.
  3. Deposit Stamp Duty as per the Challan by Cash/ DD/ Pay Order/ Personal Cheque at the SBI branch in the DDA office itself. Please note the following sub-points in this context.

a) They do not accept more than Rs.50,000/- in cash. If that be the case use other modes of payment.

b) The DD/ Pay Order/ Personal Cheque should be drawn in the favor of

"Collector of Stamps, SBI A/C, Vikas Sadan".

c) The best option is to make payment by a Personal Cheque drawn on

SBI bank as the payment is transferred to the SBI A/C of The Collector of Stamps immediately and the payment receipt is acknowledged on the Challan there and then.

  1. Submit a copy of the paid Challan to The Collector of Stamps office after which they will give you a date on which you can collect the Conveyance Deed documents from them which is normally 7days from the date of submission of the documents.
  2. You are then required to collect the Conveyance Deed documents on the said date by visiting The Collector of Stamps office from 2:30PM - 4:30PM only.
  3. Stamp Duty to be paid is (Male: 6%; Female: 4%; Joint: 5%) of the amount specified in the Conveyance Deed.
  4. Stamp Duty is also to be paid on the Freehold Charges and hence amount specified in your Conveyance Deed includes Freehold Charges over and above Cost of Land and Construction.
  5. No Stamp Papers are required and only the Challan issued by The Collector of Stamps office is to be paid.
  6. Allottee(s) need not be present in person and can authorize someone

to act on their behalf.

 

Steps After CD:

Next Steps...
- Go and collect three copies of CD docs. One copy will be retained by the collector office.
- Make payment of the demand amount as per Demand-cum-Allotment letter.
- Prepare documents to be submitted for possession usually referred to as possession set.

- The following documents are to be submitted.
1. Photocopy of Covering Letter and Demand-cum-Allotment Letter.
2. Photocopy of Covering Letter from Bank for making payment of the Demand Amount.
3. Copy of the Demand Amount Payment Receipt Acknowledgement Note from Bank.
4. Photocopy of Bank Passbook duly attested by the Bank Manager.
5. Three Original Conveyance Deeds duly stamped by The Collector of Stamps office.
6. Photocopy of paid Challan of Stamp Duty.
7. Three Affidavits as per Annexure – C, D & E of the brochure of DDA HS-2010 duly executed as mentioned therein.
8. Two Undertakings as per Annexure – F & G of the brochure of DDA HS-2010 duly executed as mentioned therein.
9. Possession Letter in quadruplicate as per Annexure – H duly filled-in and executed as mentioned therein.
10. Photograph and Signature of Self and Husband as per Annexure – I duly attested by the Gazetted Officer.
11. Consolidated Information Sheet duly filled-up.
12. Original Acknowledgement Slip of Application Form duly discharged on the back by affixing revenue stamp and signing it.
13. Photocopy of PAN card duly attested.
14. Photocopy of Election Id card as identity and address proof duly attested.

- Once you are done with this step then wait for possession letter from DDA

 

Steps for taking Posessions

Dully Attested Copies of following Documents for Taking Possession of
DDA Flat:
(i)        Demand Letter
(ii)       HDFC Receipts
(iv)       Allotment Letter
(v)        Passport / Election Card, etc as Photo/I D Proof
(vi)       Affidavit (for not making any unauthorized
addition/alteration)
(vii)      Undertaking (for that claim being tentative and if any
additional amount is payable on account of tax implication)
(vii)      Specimen Signature with Photograph duly attested by Notary
Public
(viii)     Copy of C.A.U. Receipt duly acknowledging receipt of Payment
against demand towards furniture/furnishing/fixtures, etc as requested
vide EE/AE/JE. The demand will be issued on submission of documents.
(ix)       Test /Calibration Certificate of Water Meter [Class B,
Inferential Dry Dial Type, Magnetic Drive, Multi Jet Water Meter
bearing with ISI Mark (IS 779/1994) confirming to ISO: 4064 Standards]
in Original.

At this stage I just have the following information; somebody else in the group might reply in great details:

Step IV :: Execution

The officer of DDA executes the duly stamped Conveyance deeds after the physical possession is taken over by the Allottee. Certain documents are required at the time of Execution.

Step V :Registration

The most essential step in the whole process is the registration of duly executed Conveyance Deeds at the Sub-Registrar Office. The registration has to be done within the prescribed time otherwise it becomes invalid and almost whole procedure need to re.

I have one small query. It is mentioned that essentially 7 documents are to be tagged in the file for CD for stamping following three are mentioned
a)      Copy of Demand-cum-Allotment Letter from DDA.
b)     
Copy of Covering Letter from DDA.
c)      
Four Original copies of Conveyance Deed duly filled and photograph pasted.
  what about rest 4, what are those..

Is there additional charges for registerations of CD after paying 5%
CD stamp duty ?
If yes, then what are registeration charges ?
can we get the loan including CD & registeration charges ?

Four (un-attested passport size photographs) of my spouse ……….. and

Attested photocopy of Possession Slip ….. {No & Dated} ……...

An attested photocopy of Treasury Challan {….. No & Dated …..} towards
payment of Stamp Duty amounting to Rs. ……./- (Rupees……….. Only) on
Conveyance Deed.

No Objection Certificate (NOC) from the Loan sanctioning Authority
i.e., M/s The Federal Bank Limited, Satkar Building, Nehru Place, New
Delhi.

Attested photo copy of Identity Proof of Authorised Bank Official Shri
……… {Name & Address} ……. with attestation of his Signature to whom the
Conveyance Deed papers are to be handed over after execution.

Yes Registration will be further 1% over and above this 5% charge for CD. I am not sure, but I guess Loan is granted based on  the DL and DL doesn't have this information !

What if I make CD payment through person.al cheque of bank other than SBI, will I have to visit once again to collect the receipt or will it be issued on same day, any one who has done this please suggest.

Hi,

In case you make the payment through cheque of any other bank, you
have to go back after 2-3 days to get the final challan (with Paid
stamped) and then submit the challan at DDA counter. They will than
give you a date for CD collection.

Hi ,
Thanks for such detail for the steps. I need to get the CD done.
As per the Steps mentioned the CD docs need to be submitted between 10
AM and 1 PM . Can someone confirm if this time is for Monday to
Friday ?
My relative is planning to go to DDA this week (most probably Friday),
so want to confirm the CD docs can be submitted on Friday between 10
AM and 1 PM.
Quick response is greatly appreciated.

Hi,

There is no need for alottee to go for CD stamping. Below is the
format of Application for stamping which you can print on a paper and
sign and give your authority letter. Rs 2/- stamp needs to be attached
on this application. Of course the person who is going should always
carry all original papers just in case some DDA offical wants to see
them.

Dear friends/ Sandeep ji,

Please advice If I pay the stamp duty by Demand Draft, will my payment
be cleared on the spot with paid clearance from SBI DDA branch or
Should I pay by a multicity SBI cheque as I want to avoid a second
visit to SBI for clearance purpose.
The reason why I want to pay by DD because in that case I would be
using the bank account which is mentioned in my Demand letter of DDA.
I donot want to get a objection letter on the this account from DDA. I
am also planning to pay the margin money by DD drawn from the DDA
noted Bank account.

People who have paid stamp duty through the DD may kind guide me on
this matter.

if chq is from sbi that too of any delhi branch(blue color) not necessarly at par written on it ; it will b cleaered in 10 mnts and u will b given a date at dda office for collection of cd docs at the same time itself.. this whole process takes around 2 hrs... but in case of dd or any other bank chqs u need to visit again after 3 days to get acknwlgmnt and cd collection date...

Hi,

It is a "Court Fee" stamp (not same as revenue stamp), but you can
easily get the stamp from outside DDA office.

Yes it is better to give the list of documents you are enclosing i.e.
4 copies of CD etc. etc.

I am asking this because I will go on my wife's behalf to submit the documents. I believe alottee is supposed to sign on the stamp affixed, hence wanted to confirm what kind of stamp it is , I will buy the stamp from my neighborhood court and then get it signed by her before going for stamping, hope this sounds correct..

Hi,

You do not need to get allotee's signature on the stamp (the stamp is
just pasted on the top of the application) so get the letter printed
and signed and than paste the stamp at the top of the letter.

The blue receipt is not required. Its only at the sole discretion of the officer/babu at the window where he wants to bother you.

I was asked to show the original DDA Allotment letter even though a photo copy was attached.

Luckily I was carrying the original papers otherwise it would have been another visit for me. The original was returned to me.

  1. Acknowledgement of Lien letter from the DELHI DEVELOPMENT AUTHORITY. The scanned copy of lien letter attached is to be submitted to DDA & an acknowledgement of the same may be received.
  2. Original payment receipts of initial amount of Rs. 1.50 Lac.
  3. Original Allotment cum Demand letter.
  4. EMD Closure Letter (if applicable) If the earnest money (Rs. 1.50 Lac) was sourced from any Bank/Financial Institution then NOC/EMD Closure Letter from that Bank/FI is required.
  5. Cheque of Processing Fee of Rs. 6500/- in favor of SBI RACPC.
  6. A cheque in favor of SBI General for property insurance premium to be provided by the applicant. The amount will be disclosed during documentation.
  7. Please ensure to deposit margin money (difference between demanded amount & sanctioned amount) in your SB A/C with SBI to enable us to issue one cheque in favor of DDA.

In my case SBI kept DL, not 1.5L Blue receipt. (Yes they do confirm that you have it or not, they also took Axis Bank NOC of 1.5 L loan)

I submitted it to DDA with revenue stamp on back side as a part of possession set.

Blue receipt is the part of possession set and they are giving it back at the time of loan disbursement. Key are keeping original demand letter with them.

please guide me through one confusion. On CD, in case of married
allottees we had to stick photos of both husband/wife even though it
was allotted to one of them.

So Guys,

Does it mean this blue receipt (FDR) is a mandatory part of possession
set? If i remember it right, when i took loan for 1.5 lac amount, the
bank kept that receipt with itself. Was it the case with you all who
took loan for 1.5 lac amount? If not, what it to be done now that i
don't have it with me?

Amit, didn't you clear that 1.5 L loan and received NOC from Bank?

I also took loan from Axis bank and got this receipt back after paying 1.5L+interest.

Hi Anupam,

I did clear that loan and received NOC from bank (sbi). However,
received nothing like a 'blue receipt'. I think it's still with the
bank. Now i'm beginning to worry if its safe with them (will check
with them this Saturday). But what if they've lost it, and i'm not
able to produce it before DDA? Is there a workaround? Please
suggest !!

Do check, it may not be blue in color if you applied through a form downloaded from internet :), it is actually acknowledgement receipt which is part of the application form.

And if you do not have it, check with the bank ...

Somewhat agree with Rohit.

But Most of the banks (financed 1.5L) did not consider online forms and asked for buying brochure.
I remember Axis bank had declined my online form and insist to buy it.

I believe you just made my day Rohit ! :)

I do have the acknowledgement receipt (an attachment to the DDA form)
with form no. and a seal of bank on it. But it does not have DDA's
seal on it, neither any mention of DD/check on it.

Please please please confirm if we're talking about the same
receipt :)

Its same I think which you are referring to, In case of Bank financing I think DD/Check number would not have been mentioned..people who got financed can tell you exactly.

And it will not have any DDA seal, as it never went to DDA...

Yes Manu,

You are absolutely right.

Blue receipt is to be submitted to DDA with a stamp and sign at the
back along with the possession set.

The bank will take the NOC in Original.

I understand that DCHFC takes the Acknowledgement (Blue) receipt as a
part of loan documents. Would this create any issue with DDA? Is it

they ll return it with the disbursement DD because finally it has to be submitted in DDA with possession set.

one.thing hard to understand here is why dda is asking for original paymt reciept.. they have taken an amount of rs 1.5 lacs and given reciept for that...not sure they might again ask for full payment DL amount reciepts also in future..

to ensure original allottee...(my personal thought)

Full payment receipt will be submitted to DDA as well...(as part of possession set) , bank will issue two original receipt, one for you and one for DDA ).

flat is still lying with DDA and ...........it will remain lying with them if requirements are not fulfilled, ...(unless you follow backdoor procedure :P)
I saw people of last DDA scheme with no possession.

Illogical documentation and handover process ....we are already through with verification steps and now they are asking same documents again and again, same sign/photo doc, same affidavit... :x 

aside to this DDA gives you receiving of submitted documents... Full payment challan original copy is already with you.. so no worries ...

Can someone guide me on the following steps in the Possession set submission process:
 
1) Identity Proof, Address Proof , Signature Proof, Pan Card - Is this only for the allotee or co-allotee as well? I mean to say is this only for me or my wife too?
 
2) Filled DDA Consolidated Information sheet - What is this?
 
3) Annexure C,D,E,F,G,H - Can I get this from the shops in front of DDA?
 
4) Do we have .doc version of all these annexures available anywhere?

1) You need proof for co-allottee too.
2) DDA Consolidated Information sheet came with Demand letter.
3) Annex are available here https://sites.google.com/site/dda2010delhi/important-documents.
You can also get these from shops outside DDA.

2. not a big deal, many guys have done this on their own; but be very careful and I remember a checklist being circulated by I think Anupam (please correct me if I am wrong). This checklist is very well written and will be of much help either you do documentation on our own or get it done by some shop.

LIG guys have been struggling a lot due to frequent objections being raised on the possession set. Wish others could gain from our experiences !!!

1) the no on the top is it the file #?
2) Are we supposed to fill the complete form?

After submitting the CD amount, did you get the original reciept or a
copy of the same? By original I mean the one given by the bank to you.
