Dear All,

I visited Dwarka Sec-18B HIG flats two days ago...

I was shocked to notice that these are at same stage what was immediately after the draw i.e. no work during last four months.

The Guard there told that nobody (Contractor or labour) comes there and it will take another 1.5 year to 2 years to complete these.

However said that Pocket - 2 is almost complete and could be handed over much ahead than Pocket-1.

Pocket-2 was locked and I was not allowed to enter that.

However I visited in a sample flat somewhat ready at first floor in pocket-1.  I've tried to make its floor plan and the same is attached for reference.

The person sitting there told that design is same for all the flats either in pocket-1 or pocket-2.

There are three flats on each floor and two lifts serve each block.

This is too much.. we must stand united against it..
I got flat in pocket 1 and have not been there for quite some ... but its really shocking..
and assuming in 3 months time(of receiving DL) we would be paying a hefty interest for nothing, even worsen the situation

I request if we start getting the letter for the houses at this stage we must go and meet the DDA in group and 
start staging some protest..

Hi,

I have also been allotted flat in Dwarka Sec 18B and I contacted DDA
Housing on 011-24617396 and 011-24690723. I asked the same thing and
they said that they are not aware about it and they will ask their
site Engineer about it. I think everyone should call Director and
express their concern.

my self dr vishal jain , i went to dda office about this matter they
said we dont bother u hv to pay full amount in 3 months . i told
before giving me possation how can i give u full money . and loan will
start soon wid interest its the big loss 4 us we should do smthing
frends , otherwice it will be too late we can pay full money for house
that is not even in air

I don't think talking on Phone to DDA would put any pressure on this..
We would have to make the concerns in Written and getting their reciept.
And I again suggest that 

=>we go in group and meet the Director
=>Ask Director to ask the Officers Incharge for Dwarka to be present in the Meeting
=>Write a common letter with signature of all of allottees
=>Get the receiving of the Letter

Even i have been there and saw the same thing last week, not a stone
has been moved. Mine is block B2C. lets meet up and take this matter
up with the senior authorities of DDA at the earliest.

Per DDA, the area of Dwarka HIG flat is 151-173 sq mtr.. I doubt the
area of these flats is also less. These flats are similar to
2006/2008
schemes and in those schemes the area was 125 sq mtr... any idea
about
it…

This is the biggest confusion. I don't know the kind of funds that I need to collect.

They should have atleast mentioned the area in the allotment letter.

i hav visited Dwarka  last Sunday, the situation is same as in april 2010 in pocket 1 construction of top 2-3 floors in some tower is still pending , in pocket 2 the structure are ready but without wall in some floor, i hv speck to care-taker he said their is  dispute between builder and DDA . i am socked when i see that some of pillar casting date was march 2003 eight year back.... and last 6 month no work is going on......

Is DDA sending the Dwarka DL.. at present condition?

I also went there and it doesn't look like anywhere near the size they have mentioned in the brochure. There is some "daal mein kaala". Lets decide on a date to meet DDA official.

Hello all,

I have been allotted flat in A2, Pocket 2, Sec 18B, i am just re-initiating discussion on the matter,

we have possession letter now given by DDA, and now as per process we need to get the actual possession (lock and key) within 3 months , that ends on 15th January 2013, after that there will be heavy penalty for each day of delay as per DDA policy,

whereas the flat is not complete yet, connecting roads not ready, sanitation and water supply not ready, electricity not ready, lifts not working, parking not ready,

and there is no one from Contractor or DDA to give any assurance or accountable update on above!!!

I request we all group together and reach DDA office, please suggest your views, my contact number is 9868306238, pl feel free to call me and discuss on this further.

Similar or even worse story here:

I recd PL dated 15/08/2012, visited the JE on 15/09 and was promised possession by 15/12. I recently called up the JE and he said it would take atleast another month as they haven't reched to my block yet.

Any suggestions? Should I get something in written from them? What's the proof with me that I was willing to take possession, but the flat was not ready.

Hi What kind of charges are payable for delay after 3 months?
My date for final possession has just passed and like most others am dealing with EMIs and rent both.

Has anyone been paid this fine by DDA till date? How is the fine calculated.

Dear Avinash,

thanks for the update and pictures,

I have same kind of pictures snapped during my last visit, condition is very poor,
I suggest we all should meet Director of HIG housing, and present with our written application in which current status will be clearly mentioned along with our statement that we can not receive possession as all flats and whole colony is inhabitable.

please share your views.

They are giving possession without the electricity and water if you want to take without the same. I do not know whether DDA will any penalty for not handing over the houses in time. I have no idea whether they will install the balance fittings after giving the possession ( if you take the possession now without these fittings)

I am not staying here so it is difficult for me to meet but condition is very bad and after making the total payment for the houses. I feel it will take minimum 6 months to take actual possession and it might be habitable by that time .

I would say that the site especially the flats are in shambles and neither the JE nor his senior AE appear to be bothered about the same! They are least interested in listening to the allottes and instead are finding ways to make money which they are readily getting from the builders or other financers who let the money speak and get a proper dressed up flat in return.

An example of that flat is the flat adjacent to the office where the JE of pocket2 now sits.

The ongoing rate for a 'ready' flat possession is 35k in Pocket1 and 30k in Pocket2 respectively.

Apart from the POP and subsequent distemper paint on the walls, the entire flat should be delivered to us in the same condition. But JE won't even complete the fixing of taps and door handles instead he will give them to you in a sack and will ask you to do the same yourselves.

I believe that we all should unite and take a tough stand on this otherwise the society will never be ready and the babus will keep on working with their 'merry-go-around' ways.

I request members of this forum who stay in Dwarka or other nearby places to please inform us how good the Dwarka location is and what are the current rentals for an HIG there and also will it be beneficial to sell this flat and get one in Gurgaon or somewhere else and save some money!

In my honest opinion, to get the real fruits...dda flat of any location should not be sold before the society is inhabited. You got lucky in the draw out of lakhs of people. This does not happen every now and then. with every milestone achieved (of development) in the society, the rates will increase until people actually start living in it. I do not know the current rates of new dda flats. But considering it the only multistory dda apartment, it will be one of the best dda society with lifts and all. In a decent private society, the hig rate in dwarka is between 1.2 to 1.9 crores. And once a dealer told me to buy one 3 bhk in dda flats (that time it was costing 80 lacs) and he said once the society is ready you can easily get 1.5 cr for it. I have no idea what is the current rate. But in dwarka, many societies are fighting cases over land fraud etc. and there are few societies which have very good demand and are costlier than others. These are those societies which have got the society land transferred to the name of society (now the land belongs to society and not the builder). DDA flats are hassle free and there are less chances of fraud too. so dda flats are always in demand. in dwarka, i see many vacant private societies but all dda flats are full of people. so, i believe one should take the pains until the society is ready and then sell your flat, in you have to.

rent of HIG flats in private societies in dwarka is roughly around 14-22k (approx). depending on the location.
There is a plenty of land available in dwarka. Dwarka is in delhi. And there are lot of chances of developments in dwarka because of the empty land available. For ex Indrapastha university in sec 17 which increased the rentals suddenly in that area of dwarka. So you never know what project might comes up in the vacant land near your flat :D
right now there are no multiplexes or malls in dwarka. There are talks of new hospital in dwarka. national football organization office has also been opened in dwarka.

I can understand what they are saying and unfortunately many flat owners are forced into buying that line of thought.
But my point is DDA is getting sufficient time to get the individual flats ready after we gave them a copy of PL. Personally, it would be 5 months in Feb. since I submitted a copy of PL in Oct. 2012 and till date there are no signs of possession and many people are taking it without electricity and water connections.
Also, without electricity I don't understand how things like steel doors and other likewise things like grills etc. will get installed as most of them require welding.

I wish to know thru this forum how to proceed in such circumstances as I don't have any documentary proof of my interactions with JE and AE because I am afraid as the stipulated period of 90 days to take possession is over but the flat is still not ready!

Be clear on three points.,
 
You may take possession in stipulated time, and wait for completion of external work. Then go for internal.
 
2nd, even if you able to take possession after 90 days, even than there is no problem, In this case JE will give you in written the actual reason of delay. You may force him to do so.
 
3rd- Dont delay from your side in any case.

These people can not be forced easily. If you are staying little far then you may end up spending more money as the AE / JE do not inform the actual status. They told me two months back that the electricity and water will come in two months. I got the demand letter on June and I paid total amount by September 1st week. I was supposed to take the possession with in three months of getting the letter. The letter was dispatched on 2nd Nov. so actually I was supposed to take the possession with in 3 months or 90 days. Even after 90 days the house condition is same as it was 2 months back. I have a feeling even after another 3 months the condition will still be same. 

Approx 30 % possession has been taken by the allottees with out electricity and water and on top of it there are no fittings or sanitary ware installed. If we ask them they say that it will be stolen so they are not installing the same.

In my opinion they do not have the intention of Installing the same

The cost of Installation of sanitary and electricals should not be a worry,
 
We can do it on our own, But security will always be a challenge.
 
So if internal work is complete , then go for Tala Chaabi and install your Iron gate. Probably they would have Gas Machines for Iron Welding etc.
 
and What is your block , who is your JE??

Dear Raj,

What according to you covers the larger ambit of internal work apart from sanitary fittings like taps etc. Pls. elaborate on these nitty-gritties as most likely I will have to take possession this month only.

Also, what things one should keep in mind while taking the possession, so that later on it doesn't pose much of a problem.

Keep checking your flat prior to possesion and be in touch with JE asking him to complete your work.
 
Internally- Check proper fittings of Wooden doors, windows, Grills, Glasses, Tiles, Toilet Seats, Wash Basin, Kitchen Sink, Granite Slabs, Internal wiring, Switches, installation of Main MCB Board etc. plus White Wash. 
 
If these things are done, Then very less remains for us.

As mentioned here earlier also , DDA is going on very slow pace for completing the society and we have to do something about it...

I was promised that Water and Electricity would be there by Jan end and just checked with JE and he says it would be taking some more time...
He says Electricity can be available in some block ... Is there anyone who got the electricity connection... 
and regarding water he says it would be done once for all the blocks...

Guys we gotta do something about it.. and must file written complaint and meet some top official at DDA, else it would take easily another year or so...

Absolutely agree with you. There is no progress since last two months inside the houses. Only exterior work is in progress like the drain , roads etc.

I filed my grievance to MoUD, under whom DDA falls, on 02-Feb-2013, citing all the issues at Dwarka 18-B flats.  They have informed me that they are forwarding it to Mr. Sanjay Shrivastava, Vice Chairman of DDA.

I request everyone to file online grievance on pgportal.gov.in to put pressure on DDA.

Yes, I would also request the members who have filed their complaints online to kindly share with us the content of the complaint as this will lend some continuity to our complaints and the babus might wake up from their deep slumber.

Until we collectively don't put consistent pressure on DDA, nothing will move and we"ll continue to bleed lock stock and barrel!

Dear Sir, 

I am the allottee of DDA2010 scheme and allotted flat details are as follows:
Area : Dwarka Sector 18B, New Delhi
Pkt 1 , Category HIG.
I made the Full payment in June 2012. 

The society is still not at all in Livable condition and there is No Electricity , Water facility available. The Society is far from completion and every time we discuss with Appointed DDA Engineers there , they ask us to come in another week. We are paying a hefty Interest Charge and still far from owning the House. The work is going very slow and there is no timeline fixed, Inside the house also there is lot of things are left. Lifts are not working. This is very pathetic situation and officials are just relaxing and Not sure what their deadline,if any, for the project. Request to please help and escalate to the right authorities as like me many allottee are waiting for the work to complete so that they can move to their houses..

Also, both the JEs have been transferred. Does any one have the number of latest JE appointed at the 18B site.

Pocket-2 was locked and I was not allowed to enter that.

However I visited in a sample flat somewhat ready at first floor in pocket-1.  I've tried to make its floor plan and the same is attached for reference.

The person sitting there told that design is same for all the flats either in pocket-1 or pocket-2.

There are three flats on each floor and two lifts serve each block.
