security breach - Tenants carrying stuff via lift without permission and charges

Yday (19 july) got call from Mr Bhagwati - Liftman - 1-B saying some tenants wants to load stuff and start service lift but he refused as no letter from them. Tenant said we paid in Oct 1014 already, I have explain them its one time charges and can't allow unless you pay charges.
Later, Bhagwati called after 10 min and said KantiLal allow them after they had discussion with Mr Cheda who is gate supervisor.

I suspect some money transaction done between these parties and bypass society rules.

I would say, Let us deduct 1000 and give letter to security and inform Mr KantiLal not to interfere society rules / regulations.
