Download binaries from here: http://sourceforge.net/projects/dcm4che/files/dcm4che3/
Extract the zip file, start a command line and run any of the tools from the bin directory.
Have a look at https://github.com/dcm4che/dcm4che#utilities for a list of the included tools and their documentation.
