dcm4chee-arc-psql-5.19.1-secure deployment issue

Hi,

I am installing dcm4chee-arc-psql-5.19.1-secure dockerized installation and facing issues during installation/deployment.
I have downloaded dcm4chee-5.19.1 image through docker pull dcm4che/dcm4chee-arc-psql:5.19.1-secure command and saved the image (I have adopted the same for previous versions).

1. When I try to install through docker command line installation, dcm4chee-arc image loads successfully but when I run dcm4chee-arc generates following error: 
docker: Error response from daemon: driver failed programming external connectivity on endpoint arc (66a85e91d2ea5b80dc37bdbfaf20eaa5fab4a477ca0b9247d3e02b2290e4b4dc): Bind for 0.0.0.0:2575 failed: port is already allocated.

2. When I try to install through docker compose installation, at the time of loading dcm4chee-arc image it generates following error:
invalid diffID for layer 3: expected "sha256:2ea751c0f96cbbfb06b41b347898fe2d30d0284574189aa189078c21f4699120", got "sha256:979b6fac7f66431802ac7d1233178fc14174f2e7fb757959b884e7616ed2ae4c"

In both cases (docker command line and docker compose installation) all other docker images i.e db, ldap, keycloak, keycloak-gatekeeper, logstash, kibana and elasticsearch loads and run perfectly.
The issue is only with arc.

Need guidelines on this issue.

Some other process on your host already binds HL7 port 2575.
