Front end to DCM4CHEE arc UI

I have been asked to provide a front end to DCH4CHEE for different users such as recepcionists to log in and, depending on their login rights, to be able to add patients, worklists, appointments, ... for radiology type functions. They already have a 3rd party method to study images created by the radiology devices stored on a PACS server. ... They do not want every type of authorized user to have total access to all of the facilities. We need an Admin and users who can create and users who can only see what has been created, users who can modify ...

Does such a front end exist or do I have to write it?

If I have to write it, where can I find the file formats to create the files to add, edit or delete records such as patients, appointments, work lists... in xml or whatever format is the prefered way of communicating with the dcm4chee server?

I have installed arc:
    image: dcm4che/dcm4chee-arc-psql:5.34.2
via docker and can easily install myrth if that is desirable 

As you can probably tell; I am a newby to the world of dcm4chee. I am a Network engineer since 1992 working primarily with GNU and Linux
