another solution is to utilize mirth connect to integrate with ERP softwares like Odoo, ERPNext, Dolibarr, Rukovoditel.

using ERP you could have:

- user management

- workflow/task management

- request form design ( use mirth to send HL7 to dcm4chee )

- report issuing.  ( use mirth to send HL7 to dcm4chee )
