Requirements for Building Radiology Information System (RIS)

I am looking to build a RIS with dcm4chee as it's pacs for my final year computer science degree project. My goal is that it should be professionally done, so that i can continue working on it after completing my degree. with that said,  is it possible if anyone could share the major requirements for a RIS mostly the business logic.
