Where is the license issue with mysql JDBC?

but mysql JDBC is licensed with GPLv2 and https://www.mysql.com/about/legal/licensing/foss-exception/


Where does dcm4che MPL/GPL/LGPL triple license conflict with mysql JDBC is license?

There is no license issue with mysql JDBC drivers, but there are with the Oracle and MS SQL server drivers...
