dcm4che dcmof worklist procedure start time not recognized by C-FIND-RQ

I am issuing a C_FIND_RQ from my SCU with the following filter (i want to return only patients scheduled in the morning):

(14452)      0040,0003 TM |000000-115959|   ( 13)Scheduled Procedure Step Start Time

However the dcmof application is still returning all patients in the worklist directory. Is there a specific format that the dcmof app is expecting? When enabling debug level logging for dcmof it seems to accept the correct scheduled procedure step start time but is still returning all patients in the worklist.

Any thoughts or help?

For Time Ranges:

• HHMMSS-HHMMSS: Specifies a range from a start time to an end time within a single day. For example, "090000-170000" for 9:00 AM to 5:00 PM.
• HHMMSS-: Specifies a range from a start time to midnight.
• -HHMMSS: Specifies a range from midnight to a specified end time.
