Is it possible to define permissions in the new dcm4chee 5 via HL7 input, as in the old version dcm4chee 2? Or to set general permissions per study via stylesheet?

No. Accession Control IDs are associated to Studies on receive of the first object of the Study according configured Store Access Control ID or Store Access Control ID Rules. s.o. Access control based on Archive AEs
