What do you mean with "any level above the Query/Retrieve level"? I only know about the "Study Root Query/Retrieve Information Model - MOVE" where there are query/retrieve levels STUDY, SERIES, IMAGE?

Dcm4chee is complaining about the following C-MOVE-RQ. As the Query/Retrieve Level is IMAGE a list of UIDs shall be ok:

If IMAGE is the Q/R level, SERIES, STUDY are "above" the Q/R lebel, therefore no multiple values for Series and Study Instance UID are allowed - only for SOP Instance UID.
