Migration from another pacs to dcm4chee, Database tables

Hi, we would like to switch another pacs to dcm4chee and do it without sending all dicom files again. We thought we can copy files and insert database fields from old pacs db. But we couldn't figure how to fill some fields such as dbo.dicomattrs.attrs . 

Again sending through storescu is not a desired option there are literally millions of files. 
Any suggestions? Am I missing something obvious?

dcmsnd (dcm4che2 toolkit) has a -fileref option

"Send objects without pixel data, but with a reference to the DICOM file using DCM4CHE URI Referenced Transfer Syntax to import DICOM objects on a given file system to a DCM4CHEE archive."

Thanks for the quick response. Actually i've tried that but i couldn't manage it to work. 
It says

I tried with different dicom files too it keeps saying this kind of message. But i can send it successfully without -fileref option

Assuming you are sending to dcm4chee-2.x.x then you need to set the 'ReferencedDirectoryPath' on the StoreSCP

Sorry i forgot to mention that i was using dcm4chee-arc-5.9.0 with sql server.

Hello,
Is this solution ready? Please provide instruction and steps
We have fresh dcm4chee-arc-5.20.0 with sql server be using as a new PACS for DI system.
There is old DICOM files from old PACS system and we would like users to access historical images. As I understand it's possible to create references in dcm4chee to old files without importing.
What format of DICOM files should be? Currently it's zip files with many dcm studies files in.

Wondering if anyone done this practically and can share more details how you did. Is this commands supposed to work in Windows? Run it from CMD?
