If MWL is all that is necessary maybe Mirth Connect would suffice.
It really depends a lot on the current infrastructure and objectives. We are currently evaluating if we are going to adapt Odoo (an ERP we use in some customers, and ourselves) for a RIS or wait and help with the OpenMRS radiology module.I am curious to see other responses here.

We need an open source RIS and PACS to simulate the working environment for our application, which will be a part of an existing hospital IT system. Basically we need to communicate RIS and PACS to get the MWL and save images. The dcm4chee may be a good PACS but which open source RIS can be used with dcm4chee in our case? Thanks,Peter

We had a similar conversation a couple of years back (see https://groups.google.com/forum/#!searchin/dcm4che/OPenMRS/dcm4che/Gi3n2z6iDVA/-0DaOsEpyycJ) and I do not think much has changed since. To my knowledge, OpenMRS with the DCM4CHEE Radiology module is the closest thing available to an opensource RIS. It has some shortcomings but is ok if all you need to do is send orders to DCM4CHEE to populate the MWL.
I like the idea of adapting ERP to use as a RIS but unfortunately, with my current workload, I haven't got time to further investigate.
