How to pass the arguments to run the Wadors.java present in the DCM4CHE and does the implemented Wadors support the retrieval of study or series or instance Metadata from a server?

Do you mean wadors tool ? You can retrieve Study / Series / Instance / Metadata / Bulkdata

Yeah....
When i run the Wadors.java in the following way:-
I am getting Bad Request error
