difference between dcm4che vs dcm4chee

hello ,
I'm student who i trying to wrap his head around dcm4che & dcm4chee , is it the same thing , or they some how integrate together . How does this work ?
I'm newbie & this is something i really want to learn , any help would be appreciated .

"DCM4CHEE" is the "PACS" or the DICOM Archive ("arc") - a web-based, enterprise class solution, running in a J2EE Java Application Server
"DCM4CHE" is the "Toolkit" for managing DICOM files on the command line (and the name for the overall project)

where does dcm4chee-arc-light come in , what is the purpose ?
who/what kind of people/adminstrator use dcm4che & dcm4chee ?
