viewer-win32.exe

Hello,
I am working on a project. I need to open the images that I retrieve from PACS using viewer-win32.exe. I am able to retrieve the patient images and I also create a DICOMDIR, but viewer-win32.exe cannot read/load the patient data. How can I do this?

Note: There is no corruption in the data. I can open the same data within the project using applications like MicroDicom, etc.
