I just installed dcm4chee and I want to use WADO with external aet. I am using another PACS server and I want to redirect dcm4chee's WADO to my old PACS server. How can I configure dcm4chee for this?

afaik dcm4chee would need to know the study (database entries) and have the external AET stored in the database. How big is the data you already have on your old pacs server ?
It might be difficult to build up the dcm4chee database from your current pacs.

My old pacs data is 2.5TB but maybe writing a software for this useful. I can copy and convert old pacs data to dcm4chee. Is there an example for study rows with external aet?

the problem will be that you also need to create the blob dataset that is stored in the database for each level.
I would guess that you would need to write a tool for that job.

Did you know any other free software for this? I only need a wado with query-retrieve from existing pacs.

Maybe others know something but afaik with dcm4chee you would need to code a tool for that. 
The only possibility with dcm4chee would be to let dcm4chee index your current files with dcmsnd (which has a special option to only read the dicom header and don't transfer the whole file again). Afterwards you would need to manually manipulate the database of dcm4chee to remove all the file table entries and point it to your pacs by specifing the external retrieve aet in the study/series/instance table.
