Not sure if this is common knowledge, but according to http://www.oracle.com/technetwork/java/javase/9-deprecated-features-3745636.html#JDK-8184998 

 Java Deployment Technologies are deprecated and will be removed in a future release 

Java Applet and WebStart functionality, including the Applet API, The Java plug-in, the Java Applet Viewer, JNLP and Java Web Start including the javaws tool are all deprecated in JDK 9 and will be removed in a future release.


The actual reasoning behind the move is not public, and there is no indication as to which future release WebStart will be removed.

There is no date for removing Java Web Start in opposition of the Applet API. I'm afraid that Oracle has not a real strategy: replacing JWS by Jlink sounds like a joke at the current stage. 

The problem is that JWS is an extension of Java SE without JSRs and it is proprietary sources in the Oracle Java Runtime. 

The Read Hat team has developed JWS in the open project IcedTea-Web and since openJDK 8u151 IcedTea-Web can also be installed on Windows (see https://developers.redhat.com/products/openjdk/overview/). Si it is difficult to imagine the end of JWS.
