Assign a value to the IssuerOfPatientID tag

Hello everyone!
Please tell me, who knows how to forcefully assign the IssuerOfPatientID tag the AeTitle value of the device from which the study was sent to the server, only if it does not exist or is empty.

You will need to create a similar rule for each AE-Title sender.

Но как быть в случае, когда передающий AeTitle заранее неизвестен?

This is clear and obvious to me.
But what to do in the case when the transmitting AeTitle is not known in advance?

SendingApplicationEntityTitle currently can't be used in the DICOM Attribute Coercion Parameters(s) and is supported only in Condition(s). 

Only DICOM attributes can be used, so you may use something like IssuerOfPatientID={StationName}
