1. Since it supports DICOM-URI, is it possible to proxy the requests from dcm4chee-arc-light to dcm4chee 2.x over DICOM_URI protocol?
2. Does older version of dcm4chee 2.10.13 support DICOM-URI protocol as well?

Instead, you can try dicomweb proxy directly with 2.x - this link should help https://github.com/knopkem/dicomweb-proxy

2. Does older version of dcm4chee 2.10.13 support DICOM-URI protocol as well?

All 2.x support wado URI
