What are your Flat rate ISDN prices, i.e. setup fee if any too!

I apologize if this was mentioned earlier, but netrail.net is still
offering free isdn in Arlington County, I think. I'd love to take
advantage of it, but I can't afford the set up fees charged by Bell of VA.
